Treat approved budget as a claim, not evidence. Approval that cannot survive an introduction usually belongs to someone else's forecast.
Test your contact three ways. Access: will they open the door to the budget owner? Advocacy: can they repeat your value back unprompted? Risk: will they spend political capital here? A no on access means a friendly contact, not an advocate.
Next move: give the CFO a reason to attend, a validation of the metric, not a demo. If the door stays shut, forecast accordingly.
